Anthony
M. Ungerer, P.G. As the former Environmental Affairs Advisor to Printing Industries of Wisconsin (PIW), a Wisconsin trade association and affiliate of Printing Industries of America, Inc. (PIA) / Graphic Arts Technical Foundation (GATF), Mr. Ungerer served both as an industry advocate and as a consultant for PIW members. His responsibilities as Environmental Affairs Advisor was to serve the industry as an advocate on many WDNR compliance committees. He was heavily involved in many of the WDNR’s permit streamlining efforts and workgroups. Mr. Ungerer was also relied upon to positively represent the industry when working with regulators on rule or policy interpretations or development. He also assisted PIW members directly in complying with local, state, and federal environmental and safety regulations. Mr. Ungerer has encountered just about every color of compliance need exposed to the printing industry. His numerous experiences and contacts with WDNR and EPA regulators have honed his skills at dealing successfully with compliance issues for any manufacturing industry. As President of PETRA Environmental Consultants, Inc. (PETRA) Mr. Ungerer offers not only vast industrial compliance consulting experience and regulatory knowledge, but also a solid background in geologic and hydrogeologic studies including over 100 leaking underground storage tank (LUST) and petroleum clean up projects. Mr. Ungerer has also been involved in feasibility studies for municipal waste water treatment facility projects. In addition, he has performed numerous UST Closure Assessments and Phase I and II Environmental Site Assessments for real estate transactions throughout Wisconsin. Mr. Ungerer also offers experience in litigation and expert testimony.
B.G. (Bill) Johnson, Ph.D. Dr. Johnson is currently handling OSHA-related safety compliance activities for PETRA. Emphasis will be on helping printers comply with OSHA’s Hazard Communications Standard and Lockout/Tagout Standard. Compliance includes the preparation of written programs and procedures manuals, and associated training. Bill has prepared these kinds of documents and conducted training for more than 35 different printers in Wisconsin. Bill has more than 30 years of experience in environmentally related activities. Previous to working directly with PETRA, Bill was the president of B.G. Johnson & Associates (BGJA) of Waupaca, Wisconsin. He also served as the Environmental Affairs Advisor to Printing Industries of Wisconsin (PIW) for more than 15 years prior to Mr. Ungerer’s term at the trade association. Prior to his service to PIW, Bill served as General Manager with a large multidisciplinary consulting firm, conducting environmental impact assessments for industry, worldwide, for a number of years prior to forming BGJA for consulting in the environmental sciences. Dr. Johnson received his Ph.D. degree from the University of Wisconsin, Madison, in the fields of Agronomy, Plant Physiology and Biochemistry, specializing in agricultural chemistry (pesticides).
Howard “Buck” Barker, P.E. Management plans including the analysis of storm water flows, design of detention systems and models of pollutant source loading have been the focus of Mr. Barker’s services to commercial and industrial clients including owners, architects and engineers. His experience includes development of storm water management plans complying with NR 216 Storm Water Discharge Permits and NR 151 Runoff Management requirements for new construction. In addition, he has provided assistance in meeting the requirements of Wisconsin State Statute Chapter 30 – Navigable Waters, Harbors and Navigation for grading activities near rivers and lakes. He has helped organize a program that helps assess facility applicability to the Spill Prevention, Control, and Countermeasure (SPCC) program outlined by the Federal Water Pollution Control Act (Clean Water Act Title 40, Code of Federal Regulations, Part 112). This is a tiered but comprehensive program that is used to quickly and easily evaluate the applicability of, or exemption from, the law. He has helped clients comply with these regulations through site visits, compilation of data, to formulate a SPCC plan meeting federal requirements. Other services he has provided include Civil Site Developments including schematic, grading and utility plans for commercial and professional projects. He has also conducted forensic investigations and provided expert testimony in cases regarding construction materials failures. In addition, he has written and performed photography used by construction and quality assurance personnel on project sites.
Christopher
J. Rog, P.G. Mr. Rog has worked as a professional geologist and hydrogeologist in increasing levels of responsibility for nearly a decade. Beginning with an Associates Degree in Geology from Grossmont College in San Diego in 1979, Mr. Rog went on to gain his Bachelor of Science Degree from Colorado State University in 1982, and gained his Master of Science Degree in Geology from the University of Minnesota at Duluth in 1988. Mr. Rog has worked on a variety of geologic and natural resource oriented projects, including those involving mineral, soil, and groundwater resources in eleven states. This broad spectrum of project experience has led Mr. Rog to interactions with virtually all levels of regulatory agencies, including the Wisconsin Department of Natural Resources, the U.S. Environmental Protection Agency, the U.S. Forest Service, the U.S. Bureau of Land Management, the Montana Department of Health and Environmental Sciences, the Montana Department of Environmental Quality, and others. Mr. Rog has served many clients in the environmental field, clients from both the municipal and private sectors. Mr. Rog's experiences and responsibilities are not limited to technical geologic issues - most environmental work conducted by Mr. Rog has required sound fiscal management and accounting to ensure compliance with applicable statutes governing grants available to Mr. Rog's clients. Additionally, Mr. Rog's role has been to provide staff management and to ensure that clients remain well informed of the often complex and highly technical project details. To sum, Mr. Rog's educational and professional experiences, combined with his ability to effectively manage fiscal matters and keep clients fully appraised of project status, have made him one of the most well-respected environmental consultants in the field. In addition, he is a recognized leader in the safety field within the printing and publishing industry, with over 15,000 employees and 1,000 supervisors and managers trained in safety and health topics. He has issued hundreds of OSHA completion cards for students completing10- and 30-Hour classes in both General Industry and Construction. When he’s not serving PETRA customers in Madison, Milwaukee and throughout Wisconsin, Brian is working in his second career: Captain Rutherford is Operations Officer for A-10 Aircraft Maintenance for the 442d Aircraft Maintenance Squadron at Whiteman Air Force Base, Missouri. He has been a member of the U.S. Air Force Reserve since 1986 and his previous positions have included a brief stint as Executive Officer, five years as an Aircraft Structural Repair Specialist and seven years as a Ground Safety Technician. He spent 2003 deployed as Maintenance Officer-In-Charge at Kirkuk Air Base, Iraq while participating in Operation Iraqi Freedom.
